Instances have come to the notice of the Board where some of the Commissioners have addressed confidential/secret letters by designation to the Secretary, CBDT, New Delhi. Since the name of the Secretary is not mentioned on the covers it becomes difficult to know the name of the particular officer for whom the secret letter is intended before it is opened by somebody in the Board's office and thus the very purpose of the letter being marked as confidential/secret is lost. In order to ensure that such letters are delivered only to the Officer concerned it is requested that they should invariably be addressed to the Secretary of the Board concerned by name.
